Bill Title: As enacted, includes as an element of the offense of theft by a home improvement contractor failure to provide a current address to the residential owner until the work to be performed under the contract is completed; changes the requirements for establishing a violation of the Tennessee Consumer Protection Act against a home improvement services provider to enter into a contract for home improvement services without making certain disclosures. - Amends TCA Section 39-14-154 and Section 47-18-104.
