Bill Title: As introduced, enacts the "Local School District Empowerment Act," which creates a pilot program for reestablishment of the office of elected school superintendent; requires the department of education to study the pilot program procedures for reestablishment of the office; adjusts duties of local boards of education in systems in which the office of elected school superintendent is reestablished. - Amends TCA Title 49.
