As introduced, requires the clerk of each court of record with criminal jurisdiction to provide the administrative office of the courts with a list of professional bondsmen or other sureties approved and qualified as solvent to write bonds by the courts within the county; specifies that a bail hearing addressing conditions of release must be conducted within 48 hours of arrest; makes various other changes regarding bail hearings and continuing education requirements relative to bail and bounty hunters. - Amends TCA Title 5, Chapter 1, Part 3; Title 16, Chapter 15; Title 40, Chapter 11 and Title 40, Chapter 1.
