As introduced, imposes $4.00 fee on each new case filed in all courts, instead of earmarking $2.00 out of all the general filing fees already charged by court clerks, for computer hardware purchases or replacement; in Knox County, makes same $4.00 fee mandatory instead of authorizing clerk to charge $2.00 data entry fee. - Amends TCA Title 8, Chapter 21.
