As enacted, requires that materials related to competitive sealed bid proposals be open for public inspection after the intent to award the contract is announced; authorizes local governments to require interviews, presentations, or demonstrations for purposes of clarifying or understanding the bid proposal; prohibits disclosure of information from such interviews, presentations, or demonstrations to another respondent during negotiations for the contract. - Amends TCA Section 12-3-1207.
