EXPLANATION OF IMPACT:

State Budget and Control Board

The Employee Insurance Program indicates there is no fiscal impact with the adoption of this bill. Premiums for local groups are based on the claims experience of that local group, so the experience-adjusted premiums would negate extra costs to the Health Insurance trust fund as a result of the local group's participation.

A BILL

TO AMEND SECTION 1-11-720, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO ENTITIES ELIGIBLE TO PARTICIPATE IN THE STATE HEALTH AND DENTAL INSURANCE PLANS, SO AS TO INCLUDE SPECIAL PURPOSE DISTRICTS PROVIDING SANITATION SERVICES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 1-11-720(A)(7) of the 1976 Code is amended to read:

"(7)    special purpose districts created by act of the General Assembly that provide gas, water, fire, sewer, recreation, or hospital, or sanitation service, or any combination of these services;"

SECTION    2.    This act takes effect upon approval by the Governor.
