Amend Section 2-7-60 Of The 1976 Code, Relating To The Annual General Appropriations Act, To Provide That Line Item Appropriations To Be Expended For Multiple Purposes Or Activities Must Also Contain A Proviso Outlining Specific Individual Expenditures In Order To Receive Funding; To Amend 11-9-10 Of The 1976 Code, Relating To Money To Be Spent Only For The Purpose Or Activity Specifically Appropriated, To Make Conforming Changes.
