Summary
Provide That The General Assembly Shall Designate, As It Determines, Funds In The State Treasury As Trust Funds, To Provide That Monies Applied To A Trust Fund May Be Appropriated Only For The Designated Purpose Except Upon The Adoption Of A Separate Piece Of Legislation Adopted By A Two-thirds Vote In Each House, And To Provide That A Provision Designating A Fund As A Trust Fund May Be Amended Only By A Separate Piece Of Legislation Adopted By A Two-thirds Vote In Each House.
