Summary

Enact The "clean Energy Access Act", To Require That Electrical Utilities Provide Participating Customers With Access To Renewable Energy Programs, To Establish Procedures For Participating Customers To Select Renewable Energy Facilities From Which Electrical Utilities Are To Procure Energy, Capacity, And Environmental Attributes On Behalf Of Participating Customers, And To Define Relevant Terms.
