A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 58-3-141 SO AS TO PROVIDE THAT A RATE INCREASE OR DECREASE ORDERED BY THE PUBLIC SERVICE COMMISSION FOR A PUBLIC UTILITY IS NOT EFFECTIVE UNLESS AUTHORIZED BY STATUTORY LAW BY THE HOUSE OF REPRESENTATIVES AND THE SENATE.
