A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING CHAPTER 10 TO TITLE 11 SO AS TO PROVIDE FOR THE MANNER IN WHICH AND PROCEDURES UNDER WHICH AUDITS OF STATE AGENCY EXPENDITURES TO RECOVER OVERPAYMENT AND LOST DISCOUNTS SHALL BE CONDUCTED BY OUTSIDE CONSULTANTS.
