A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 63-5-90 SO AS TO PROVIDE THAT THE PARENTS OR LEGAL GUARDIAN OF A MINOR MAY NOT BE HELD CIVILLY OR CRIMINALLY LIABLE FOR THE ACTIONS OF THE MINOR IF THE MINOR HAS BEEN EMANCIPATED BY A COURT OR HAS VOLUNTARILY DISCONTINUED RESIDING WITH THE PARENTS OR LEGAL GUARDIAN.
