Summary

Provide That A Statewide Advisory Referendum Must Be Conducted By The State Election Commission At The Same Time As The 2016 General Election On The Question Of Whether Or Not The South Carolina Infantry Battle Flag Of The Confederate States Of America Should Be Flown At Its Former Location In 2015 Adjacent To The Confederate Soldier Monument On The Grounds Of The State Capitol Complex Together With The Same Type Of Flagpole And Fencing As Formerly Existed Rather Than At Its Present Location In The Confederate Relic Room.
