Amend Section 1-30-35, Code Of Laws Of South Carolina, 1976, Relating To The Composition And Governance Of The Department Of Disabilities And Special Needs, So As To Provide That The Department Shall Be Headed By A Director Who Is Appointed By The Governor Upon The Advice And Consent Of The Senate; And To Amend Sections 44-20-30,44-20-210, 44-20-220, 44-20-230, 44-20-240, 44-20-320, And 44-20-350, All Relating To The Department Of Disabilities And Special Needs, So As To Provide For The Restructuring Of The Department To Be Headed By A Director Appointed By The Governor With The Advice And Consent Of The Senate, And For Other Purposes.
