Establish The Health Benefit Exchange Within The Office Of The Governor For The Purpose Of Facilitating The Purchase And Sale Of Qualified Health Plans As Provided For In The Federal Patient Protection And Affordable Care Act; To Provide That The Governor Shall Appoint The Director Of The Exchange Who Shall Serve As The Chief Executive Officer Of The Exchange And To Provide That The Exchange Must Be Governed By A Board Of Directors Appointed By The Governor; And To Provide For The Powers And Duties Of The Exchange, Including, Among Other Things, The Establishment Of The Small Employer Exchange To Assist Qualified Small Employers In This State In Facilitating The Enrollment Of Their Employees In Qualified Health Plans.
