Summary

Provide That These Requirements Apply To Every Terminal Operator, Supplier, Permissive Supplier, Refiner, Or Any Other Person Or Entity Involved In The Bulk Transfer Of Motor Fuel, To Provide Those Circumstances When Civil And Criminal Penalties For Violations Do Not Apply Because Of Specified Hindrances To Compliance, And To Provide Those Circumstances Limiting The Liability Of A Refiner, Supplier, Wholesaler, Or Retailer For The Dispensing Of Incompatible Motor Fuel At A Retail Site
