A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-112-140 SO AS TO PROVIDE THAT THE UNIVERSITY OF SOUTH CAROLINA UPSTATE MAY OFFER IN-STATE TUITION TO A STUDENT WHO IS A LEGAL RESIDENT OF RUTHERFORD COUNTY, POLK COUNTY, HENDERSON COUNTY, OR TRANSYLVANIA COUNTY AS LONG AS THE NORTH CAROLINA HIGHER EDUCATION GOVERNING AUTHORITY OFFERS IN-STATE TUITION TO A STUDENT WHO IS A LEGAL RESIDENT OF SPARTANBURG COUNTY OR GREENVILLE COUNTY.
