A BILL TO AMEND SECTION 8-13-1300, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO CAMPAIGN PRACTICES DEFINITIONS, SO AS TO PROVIDE THAT "CONTRIBUTION" DOES NOT INCLUDE CERTAIN THINGS OF VALUE USED TO PAY FOR COMMUNICATIONS MADE MORE THAN FORTY-FIVE DAYS BEFORE AN ELECTION TO INFLUENCE THE OUTCOME OF AN ELECTED OFFICE.
