A JOINT RESOLUTION PROPOSING AN AMENDMENT TO ARTICLE III OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE LEGISLATIVE DEPARTMENT, BY ADDING SECTION 15A SO AS TO PROVIDE THAT A BILL OR JOINT RESOLUTION OF THE GENERAL ASSEMBLY IMPOSING OR INCREASING A TAX, THE REVENUE OF WHICH IS CREDITED TO THE GENERAL FUND OF THE STATE, MAY NOT BECOME LAW UNLESS IT RECEIVES THE APPROVAL OF TWO-THIRDS OF THE MEMBERSHIP OF THE HOUSE OF REPRESENTATIVES AND TWO-THIRDS OF THE MEMBERSHIP OF THE SENATE.
