| A RESOLUTION |
| |
1 | Recognizing April 22, 2012, as "Earth Day" in Pennsylvania. |
2 | WHEREAS, April 22, 2012, is the 42nd celebration of Earth |
3 | Day; and |
4 | WHEREAS, The concept of Earth Day was created to encourage |
5 | Americans to contemplate the damage being done to the Earth |
6 | through human actions; and |
7 | WHEREAS, It is estimated that over 20 million people |
8 | participated in the first Earth Day; and |
9 | WHEREAS, From the beginning, Earth Day has achieved "a rare |
10 | political alignment, enlisting support from Republicans and |
11 | Democrats, rich and poor, city slickers and farmers, tycoons and |
12 | labor leaders," according to Earth Day Network; and |
13 | WHEREAS, Earth Day has led to the creation of the United |
14 | States Environmental Protection Agency, the Clean Water Act, the |
15 | Clean Air Act and the Federal Pesticides Act; and |
16 | WHEREAS, The first Earth Day in 1970 was a monumental moment |
17 | in the protection and care of the environment in the United |
18 | States, and this year's anniversary will be celebrated by over 1 |

1 | billion people from around the globe; and |
2 | WHEREAS, The importance of being good stewards of the Earth |
3 | has become a nearly universally held belief among people of this |
4 | country and this Commonwealth, and protecting the environment is |
5 | a bipartisan concern that is good for our health, our economy |
6 | and the plants and animals that cohabit this planet; and |
7 | WHEREAS, The Constitution of Pennsylvania makes an important |
8 | declaration of Earth Day policies in section 27 of Article I: |
9 | "The people have a right to clean air, pure water, and to the |
10 | preservation of the natural, scenic, historic and esthetic |
11 | values of the environment. Pennsylvania's public natural |
12 | resources are the common property of all the people, including |
13 | generations yet to come. As trustee of these resources, the |
14 | Commonwealth shall conserve and maintain them for the benefit of |
15 | all the people"; and |
16 | WHEREAS, Earth Day events and activities are designed to |
17 | promote consciousness and encourage environmentally aware |
18 | behaviors, such as recycling, using energy efficiently, |
19 | utilizing environmentally friendly products, reducing pollution |
20 | and reducing or reusing disposable items; and |
21 | WHEREAS, Dozens of events have been scheduled to observe |
22 | Earth Day in Pennsylvania, including a watershed cleanup in |
23 | Centre County and celebration events in Allegheny and Berks |
24 | Counties; therefore be it |
25 | RESOLVED, That the Senate recognize April 22, 2012, as "Earth |
26 | Day" in Pennsylvania and encourage all citizens to observe |
27 | "Earth Day" by striving to clean up our environment and enjoy |
28 | the beauty of Penn's Woods wherever possible. |
