A RESOLUTION

Declaring November 14 through 18, 2011, as "Juvenile Detention

2

Centers Week" in Pennsylvania.

3

WHEREAS, This Commonwealth's 18 secure detention centers

4

serving all 67 counties should be recognized for their ongoing

5

protection of our communities and the care of youth in their

6

custody; and

7

WHEREAS, These facilities provide 739 beds Statewide for more

8

than 15,000 admissions to juvenile detention each year in this

9

Commonwealth; and

10

WHEREAS, The existence of these facilities provides a key

11

service to ensure community and individual protection; and

12

WHEREAS, This Commonwealth's juvenile detention centers,

13

adhering to the balanced and restorative justice model,

14

contribute to public safety by providing a stable environment

15

for at-risk youth both pre-adjudicated and adjudicated,

16

providing education and programming and ensuring sufficient

17

opportunities for growth and development of this Commonwealth's

18

youth; and

WHEREAS, Through the continuing efforts of the juvenile

2

courts of this Commonwealth, juvenile detention is utilized only

3

when lesser restrictive environments are not in the best

4

interest of a youth or community; and

5

WHEREAS, Juvenile detention ensures each child's health and

6

well-being by providing competency development, self-discipline

7

and stabilization through comprehensive evaluations, both

8

physical and behavioral health, as well as community

9

involvement; and

10

WHEREAS, Hundreds of men and women are dedicated to ensuring

11

the proper care and supervision of youth in Pennsylvania

12

detention facilities and are committed to the protection of this

13

Commonwealth's communities on a daily basis; and

14

WHEREAS, Youth care workers in Pennsylvania detention

15

facilities stand ready on a daily basis to respond to youth who

16

display an array of unresolved mental health, behavioral,

17

educational and emotional issues; and

18

WHEREAS, The Juvenile Detention Centers Association of

19

Pennsylvania acts as the sole resource for these facilities

20

offering education, representation and support for all of the

21

important services that juvenile detention centers provide for

22

this Commonwealth's youth and communities; and

23

WHEREAS, This Commonwealth's juvenile detention centers in

24

coordination with the Juvenile Detention Centers Association of

25

Pennsylvania merit recognition for their unending services aimed

26

at protecting our communities and assisting Pennsylvania's

27

youth; therefore be it

28

RESOLVED, That the Senate declare November 14 through 18,

29

2011, as "Juvenile Detention Centers Week" in Pennsylvania.
