A RESOLUTION

Recognizing and honoring the life and service of Wildlife

2

Conservation Officer David L. Grove and paying tribute to his

3

sacrifice in the line of duty.

4

WHEREAS, David L. Grove was born March 5, 1979, in

5

Chambersburg, Franklin County; and

6

WHEREAS, David L. Grove graduated Grace Academy in Hagerstown

7

in 1997 and received his bachelor's degree in Wildlife Sciences

8

from The Pennsylvania State University in 2004; and

9

WHEREAS, In 2008, David L. Grove completed training and

10

certification at the Ross Leffler School of Conservation and

11

became a Wildlife Conservation Officer (WCO) for the

12

Pennsylvania Game Commission; and

13

WHEREAS, Becoming a WCO fulfilled a lifelong dream for David

14

and allowed him to be both a law enforcement officer and a

15

conservationist; and 

16

WHEREAS, WCO Grove served Southern Adams County since 2008,

17

having first worked as a deputy WCO in Franklin and Centre

18

Counties from 2001 to 2007; and

19

WHEREAS, WCO Grove took great pride in his work and was a

dedicated, determined and exceptional WCO who enthusiastically

2

fulfilled his duties to protect and promote Pennsylvania's

3

wildlife populations; and

4

WHEREAS, WCO Grove bravely faced the dangers of his

5

profession which often place WCOs in hazardous situations

6

confronting armed individuals, often at night, alone, in remote

7

areas of this Commonwealth; and

8

WHEREAS, WCO Grove gave his life on November 11, 2010, in

9

Freedom Township, Adams County, in the performance of the duties

10

he so readily accepted. His heroic actions, after a tragic

11

confrontation, led to the arrest and prosecution of his

12

assailant; and 

13

WHEREAS, WCO Grove's last moments were spent in service to

14

the Pennsylvania Game Commission, its special charge and in

15

protection of the public; and

16

WHEREAS, WCO Grove is survived by his parents, Lucy R. and

17

Dana S. Grove; sister, Jennifer; brother, Chad M,; maternal

18

grandmother, Laura Budd; and extended family; and 

19

WHEREAS, The death of WCO Grove is a sober reminder of the

20

dangers of his chosen profession and of the high caliber of men

21

and women who answer its call; therefore be it

22

RESOLVED, That the Senate recognize and honor the life and

23

service of Wildlife Conservation Officer David L. Grove and pay

24

tribute to his sacrifice in the line of duty.
