A RESOLUTION

  

1

Designating the week of October 18 through 24, 2010, as

2

"Juvenile Detention Centers Week" in Pennsylvania.

3

WHEREAS, Pennsylvania's 18 secure detention centers serving

4

all 67 counties should be recognized for their ongoing

5

protection of our communities and the care of youth in their

6

custody; and

7

WHEREAS, These facilities provide 763 beds Statewide for more

8

than 10,000 admissions to juvenile detention each year in this

9

Commonwealth; and

10

WHEREAS, The existence of these facilities is key to the

11

safety and betterment of their communities; and

12

WHEREAS, Pennsylvania's juvenile detention centers adhere to

13

the Balanced and Restorative Justice Model and contribute to

14

public safety by providing a stable environment for at-risk

15

youth, both preadjudicated and adjudicated, providing education

and programming and ensuring sufficient opportunities for growth

2

and development of Pennsylvania's youth; and

3

WHEREAS, Through the continuing efforts of the juvenile

4

courts of Pennsylvania, juvenile detention is utilized only when

5

lesser restrictive environments are not in the best interest of

6

the youth or community; and

7

WHEREAS, Pennsylvania's juvenile detention centers will be

8

celebrating ten years of success, having been the first to adopt

9

the Statewide use of the Massachusetts Youth Screening

10

Instrument-Second Version (MAYSI-2) as a mental health screening

11

tool for youth entering pretrial detention, and Pennsylvania's

12

leadership has helped to establish statewide adoption of mental

13

health screening with the MAYSI-2 in 42 states; and

14

WHEREAS, Juvenile detention ensures every child's health and

15

well-being by providing competency development, self-discipline

16

and stabilization through comprehensive evaluations, both

17

physical and behavioral health, as well as community

18

involvement; and

19

WHEREAS, Hundreds of men and women are dedicated to ensuring

20

the proper care and supervision of the youth and are committed

21

to the protection of Pennsylvania's communities on a daily

22

basis; and

23

WHEREAS, Youth care workers in our detention facilities stand

24

ready on a daily basis to respond to youth who display an array

25

of unresolved mental health, behavioral, educational and

26

emotional issues; and

27

WHEREAS, The Juvenile Detention Centers Association of

28

Pennsylvania acts as the sole resource for these facilities

29

offering education, representation and support for all of the

30

important services that juvenile detention centers provide for

this Commonwealth's youth and communities; and

2

WHEREAS, Pennsylvania's juvenile detention centers in

3

coordination with the Juvenile Detention Centers Association of

4

Pennsylvania merit one week of recognition for their unending

5

services aimed at protecting our communities and assisting

6

Pennsylvania's youth; therefore be it

7

RESOLVED, That the House of Representatives designate the

8

week of October 18 through 24, 2010, as "Juvenile Detention

9

Centers Week" in Pennsylvania.
