| A RESOLUTION |
| |
1 | Proclaiming the week of August 30 through September 5, 2009, as |
2 | "Historically Black Colleges and Universities Week" in |
3 | Pennsylvania. |
4 | WHEREAS, The Higher Education Act of 1965 defines |
5 | Historically Black Colleges and Universities as "any |
6 | historically black college or university that was established |
7 | prior to 1964, whose principal mission was, and is, the |
8 | education of African Americans, and that is accredited by a |
9 | nationally recognized accrediting agency or association"; and |
10 | WHEREAS, There are currently 113 Historically Black Colleges |
11 | and Universities; and |
12 | WHEREAS, Lincoln University, located near Oxford in |
13 | southeastern Pennsylvania, was established in 1854 as the first |
14 | Historically Black College-University in the United States; and |

1 | WHEREAS, The Institute for Colored Youth, a technical school |
2 | located in southeastern Pennsylvania, which was the first |
3 | institution of higher education for African Americans, was |
4 | founded in 1837 and would become Cheyney University of |
5 | Pennsylvania; and |
6 | WHEREAS, Historically Black Colleges and Universities have |
7 | served the young people of the United States since before the |
8 | Civil War; and |
9 | WHEREAS, Many great Americans, such as Thurgood Marshall, |
10 | Langston Hughes and Horace Mann Bond, have attended historically |
11 | black colleges and universities; and |
12 | WHEREAS, While originally founded to serve African Americans, |
13 | today historically black colleges and universities offer all |
14 | students, regardless of race, an opportunity to develop their |
15 | skills and talents; and |
16 | WHEREAS, Historically Black Colleges and Universities are a |
17 | source of accomplishment and great pride to the African-American |
18 | community, as well as the entire nation, training young people |
19 | who go on to serve domestically and internationally in their |
20 | professions in both the public and private sectors; and |
21 | WHEREAS, Organizations such as Alpha Kappa Alpha, Delta Sigma |
22 | Theta, Iota Phi Theta, Omega Psi Phi, Phi Beta Sigma and Zeta |
23 | Phi Beta were founded at historically black colleges and |
24 | universities; and |
25 | WHEREAS, This year, Historically Black Colleges and |
26 | Universities Week is being celebrated from August 30, 2009, to |
27 | September 5, 2009; therefore be it |
28 | RESOLVED, That the House of Representatives proclaim the week |
29 | of August 30 through September 5, 2009, as "Historically Black |
30 | Colleges and Universities Week" in Pennsylvania. |
