| A RESOLUTION |
| |
1 | Designating May 2011 as "Bike Month" in Pennsylvania. |
2 | WHEREAS, The bicycle has been an important part of American |
3 | life for more than a century, providing relaxing and enjoyable, |
4 | environmentally friendly and economical transportation for the |
5 | whole family; and |
6 | WHEREAS, Riding a bicycle is an excellent form of exercise |
7 | that improves mental and physical health and is part of a |
8 | healthy lifestyle for men, women and children to travel between |
9 | home, school and work; and |
10 | WHEREAS, Cycling is a clean form of transportation that, as |
11 | an alternative to motor vehicle use, conserves fossil fuels, |
12 | reduces air pollution created from vehicular fumes and reduces |
13 | the noise and congestion commonly associated with motor vehicle |

1 | traffic; and |
2 | WHEREAS, Considering that bicycle riders and motor vehicle |
3 | operators share many of the same roads, it is important to |
4 | ensure everyone's safety and comfort by educating cyclists and |
5 | motorists regarding the proper and safe operation of bicycles; |
6 | and |
7 | WHEREAS, For the month of May 2011, the League of American |
8 | Bicyclists and bicycle enthusiasts nationwide are actively |
9 | promoting greater public awareness of bicycle operation and |
10 | safety education in an effort to reduce accidents, injuries and |
11 | fatalities; and |
12 | WHEREAS, During this month, a great multitude of |
13 | Pennsylvanians will enjoy participating in commuting events, |
14 | charity rides, educational programs and helmet promotions, as |
15 | they experience the joys of bicycling and boost community |
16 | spirit; and |
17 | WHEREAS, The Commonwealth seeks to promote energy-efficient |
18 | and green-friendly technologies to enhance and sustain |
19 | Pennsylvanians' quality of life and to make its communities more |
20 | livable, and bicycling is an integral element in these plans; |
21 | and |
22 | WHEREAS, The Department of Transportation, through its |
23 | Bicycle and Pedestrian Plan, seeks to double the percentage of |
24 | trips by foot and bicycle by the year 2015 and to reduce the |
25 | number of fatalities among bicyclists and pedestrians to a level |
26 | corresponding to the national highway motor vehicle fatality |
27 | rate reduction goal; and |
28 | WHEREAS, There are many bicycling opportunities in this |
29 | beautiful Commonwealth, including opportunities for |
30 | transportation, exercise and recreation at area attractions, |

1 | parks and historic sites; therefore be it |
2 | RESOLVED, That the House of Representatives designate May |
3 | 2011 as "Bike Month" in Pennsylvania by celebrating the joys and |
4 | benefits of bicycling in all of its forms; and be it further |
5 | RESOLVED, That the House of Representatives encourage all |
6 | Pennsylvanians to participate in the events planned during "Bike |
7 | Month" and to take full advantage of the health, transportation |
8 | and recreational benefits of bicycling throughout each year. |
