A RESOLUTION

  

1

Directing the Legislative Budget and Finance Committee to study

2

the feasibility of a local property tax freeze and the

3

gradual elimination of local property taxes for senior

4

citizens; to perform a cost analysis of such a freeze and

5

reduction; to determine the consequences of such a freeze and

6

reduction on local taxing bodies and on the Commonwealth; and

7

making recommendations on alternative financing methods for

8

school districts.

WHEREAS, Local property taxes are a major source of revenue

10

for the 501 school districts in this Commonwealth; and

11

WHEREAS, Local property taxes have become a tremendous burden

12

upon homeowners and property owners in this Commonwealth; and

13

WHEREAS, The current property tax system adversely affects

14

senior citizens; and

15

WHEREAS, There is no reliable data on the amount of funding

16

needed to freeze and gradually eliminate local property taxes

17

for senior citizens; therefore be it

18

RESOLVED, That the Legislative Budget and Finance Committee

conduct a study of the current property tax system in the

2

Commonwealth to ascertain whether local property taxes can and

3

should be frozen for persons 65 years of age or older and to

4

recommend alternative funding sources for those local school

5

districts that are fairer and more equitable to the citizens of

6

this Commonwealth; and be it further

7

RESOLVED, That the Legislative Budget and Finance Committee

8

determine the amount of revenue needed to offer a 25% property

9

tax reduction for homeowners upon reaching 70 years of age; and

10

be it further

11

RESOLVED, That the Legislative Budget and Finance Committee

12

determine the amount of revenue needed to offer a 50% property

13

tax reduction for homeowners upon reaching 75 years of age; and

14

be it further

15

RESOLVED, That the Legislative Budget and Finance Committee

16

determine the amount of revenue needed to offer a 75% property

17

tax reduction for homeowners upon reaching 80 years of age; and

18

be it further

19

RESOLVED, That the Legislative Budget and Finance Committee

20

determine the amount of revenue needed to completely eliminate

21

property taxes for homeowners upon reaching 85 years of age; and

22

be it further

23

RESOLVED, That the Legislative Budget and Finance Committee

24

report its findings to the House of Representatives within six

25

months following the adoption of this resolution.
