| AN ACT |
| |
1 | Establishing an office of ombudsman for the department of human |
2 | services in cities of the first class; and providing for the |
3 | appointment, powers and duties of the ombudsman. |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. Ombudsman. |
7 | (a) Establishment.--A city of the first class that has a |
8 | department of human services shall establish an office of |
9 | ombudsman for the department, and the mayor of the city shall |
10 | appoint an ombudsman for the office. |
11 | (b) Powers and duties.--The ombudsman appointed under |
12 | subsection (a) shall provide independent oversight of the |
13 | performance of the department of human services, including its |
14 | social workers, best practices and operations and shall report |
15 | directly to the mayor. |
16 | Section 2. Effective date. |
17 | This act shall take effect in 60 days. |
