AN ACT

 

1Amending Title 62 (Procurement) of the Pennsylvania Consolidated
2Statutes, prohibiting Commonwealth agencies from awarding
3contracts to bidders engaged in outsourcing of jobs or
4functions.

5The General Assembly of the Commonwealth of Pennsylvania
6hereby enacts as follows:

7Section 1. Title 62 of the Pennsylvania Consolidated
8Statutes is amended by adding a section to read:

9§ 109. Prohibiting contract awards to bidders that outsource.

10No Commonwealth agency may award a contract on or after the
11effective date of this section to any bidder, offeror or other
12person that has, within the three years prior to submitting its
13bid or offer on the contract, relocated any jobs or functions
14previously performed at a physical location within the
15boundaries of the United States to any physical location outside
16of the boundaries of the United States.

17Section 2. This act shall take effect in 30 days.
