                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs state agencies to participate as project or program
team members to address regional priorities identified by
Regional Advisory Committees as part of Oregon Solutions Network.

                      CONCURRENT RESOLUTION
  Whereas the Governor has issued Executive Order 11-12 dated
December 16, 2011, establishing the Oregon Solutions Network to
coordinate resources and programs for the purpose of taking a
collaborative approach to addressing economic and community
development priorities at the regional level throughout this
state; and
  Whereas the Governor has established Regional Advisory
Committees and Regional Solutions Centers to identify regional
issues and priorities as part of the Oregon Solutions Network;
and
  Whereas the Governor has appointed Regional Coordinators to
implement the objectives of the Oregon Solutions Network through
Regional Advisory Committees; and
  Whereas the Governor has directed state agency directors,
through Executive Order 11-12, to participate as project team
members when requested to do so by the Governor's Regional
Coordinators when projects are developed to address regional
priorities identified by the Regional Advisory Committees; and
  Whereas it benefits Oregon to ensure that state agencies
utilize resources and programs in the Oregon Solutions Network
through collaborative and integrated action to address state,
regional and local challenges and opportunities; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Governor's Regional Coordinators shall inform state
agencies when regional projects or programs have been implemented
to address regional priorities identified by Regional Advisory
Committees.
  (2) The Governor's Regional Coordinators shall notify and
invite state agencies to participate as members of regional
project teams or programs once the projects or programs have been
implemented by the Regional Advisory Committees.
  (3) State agencies shall participate as project team or program
members when notified and invited to do so by the Governor's
Regional Coordinators.

  (4) State agencies shall prioritize their time and resources to
provide technical assistance and to allocate financial resources
and investments in accordance with the regional priorities
established in each region through the Oregon Solutions Network.
