76th OREGON LEGISLATIVE ASSEMBLY--2012 Regular Session Enrolled Senate Concurrent Resolution 210 Sponsored by Senators FERRIOLI, BURDICK, STARR; Senators ATKINSON, BATES, BEYER, BOQUIST, COURTNEY, DEVLIN, DINGFELDER, EDWARDS, GEORGE, GIROD, HASS, JOHNSON, KRUSE, MONNES ANDERSON, MONROE, MORSE, NELSON, OLSEN, PROZANSKI, ROSENBAUM, SHIELDS, STEINER HAYWARD, TELFER, THOMSEN, VERGER, WHITSETT, WINTERS Whereas Jeannette Hamby was born Jeannette Carrie Anne Johnson on March 15, 1933, in Biwabik, Minnesota, and died on January 27, 2012, in Hillsboro, Oregon; and Whereas Jeannette Hamby, the daughter of Finnish immigrants, grew up in the mining town of Virginia, Minnesota; and Whereas Jeannette Hamby earned a bachelor's degree in nursing and public health education from the University of Minnesota, a master's degree from Oregon Health Sciences University and a doctorate in vocational and career education from Oregon State University; and Whereas Jeannette Hamby married Eugene Hamby, and together they enjoyed two daughters, Tenya and Taryn, and four grandchildren; and Whereas Jeannette Hamby was committed to public service, working as a public health nurse and career education coordinator before becoming the first woman elected to the Hillsboro Union High School Board in 1971, where she served for 10 years; and Whereas Jeannette Hamby was recruited by U.S. Senator Mark Hatfield and state Senator Nancy Ryles to serve at the state level; and Whereas Jeannette Hamby was elected to the Oregon House of Representatives in 1981 and to the Oregon State Senate in 1983, where she served four consecutive terms; and Whereas Jeannette Hamby was a champion of the underdog, serving as a compelling and visionary voice for women's rights, migrant workers, prisoners and other under-represented and at-risk populations; and Whereas Jeannette Hamby worked to pass legislation outlawing corporal punishment in schools and requiring health care providers to report infants who suffer from exposure to illegal drugs; and Whereas Jeannette Hamby worked to pass legislation establishing the Oregon Earned Income Tax Credit; and Whereas Jeannette Hamby was committed to the economic development of the entire State of Oregon, from the suburbs of her hometown, Hillsboro, to the farmlands surrounding Ontario; and Whereas Jeannette Hamby was an advocate for investing in advanced technology infrastructure throughout the state; and Whereas Jeannette Hamby's vision and passion for Oregon's future helped catalyze what would become the Oregon Progress Board and the Oregon Business Plan, thereby shaping the economic destiny and vitality of the state; and Whereas Jeannette Hamby helped create, and served on, the Joint Legislative Audit Committee to safeguard taxpayer dollars through performance audits; and Enrolled Senate Concurrent Resolution 210 (SCR 210-INTRO) Page 1 Whereas Jeannette Hamby's prescient perspective foresaw the need for the Joint Committee on Legislative Audits, Information Management and Technology; and Whereas Jeannette Hamby's progressive values, fierce independence, and courage enabled her to successfully work across party lines and forge pragmatic, effective solutions with leaders from both political parties and adherents to sundry ideologies; and Whereas Jeannette Hamby embraced the role of teacher and mentor with respect to many, passing on a respect for the legislative process and instilling, through example, a foundation for civility toward and respect for others; and Whereas those who knew Jeannette Hamby describe her as warm, quick-witted, curious, smart, accepting and proud of being an Oregonian; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: That we, the members of the Seventy-sixth Legislative Assembly, honor Jeannette Hamby for her life of service and dedication to the State of Oregon, as well as to her family, friends, community and country; and be it further Resolved, That a copy of this resolution be presented to Jeannette Hamby's husband, Eugene, and daughters, Taryn and Tenya. ---------- Adopted by Senate February 24, 2012 ---------------------------------- Robert Taylor, Secretary of Senate ---------------------------------- Peter Courtney, President of Senate Adopted by House February 28, 2012 ---------------------------------- Bruce Hanna, Speaker of House ---------------------------------- Arnie Roblan, Speaker of House Enrolled Senate Concurrent Resolution 210 (SCR 210-INTRO) Page 2
