                        A BILL FOR AN ACT
Relating to transfer of public employees; amending ORS 236.605;
  and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 236.605 is amended to read:
  236.605. As used in ORS 236.605 to 236.640:
  (1) 'Public employee' means an employee whose compensation is
paid from public funds.
    { - (2) 'Public employer' includes the state, or cities, or
counties, or special districts but not including school
districts, or an Oregon nonprofit corporation any of which has
accepted the transfer of a public program from a public employer
in this state for maintenance and operation. - }
   { +  (2) 'Public employer' includes any of the following
entities that has accepted the transfer of a public program from
a public employer in this state for maintenance and operation:
  (a) The state;
  (b) Cities;
  (c) Counties;
  (d) School districts;
  (e) Special districts; and
  (f) Educational service districts. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
