                             SUMMARY

The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.

  Enables contributor to indicate whether all or part of
contribution made to candidate, candidate's principal campaign
committee or political committee may be contributed to or on
behalf of any other candidate or committee. Limits types of
expenditures that may be made with certain contributions.

                        A BILL FOR AN ACT
Relating to campaign finance.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2011 Act is added to and made
a part of ORS chapter 260. + }
  SECTION 2.  { + (1) At the time a contribution of money is made
to a candidate, a candidate's principal campaign committee or a
political committee, the contributor may indicate whether all or
part of the contribution may be contributed by the candidate or
committee receiving the contribution to or on behalf of any other
candidate or committee.
  (2) Notwithstanding ORS 260.407, if, under subsection (1) of
this section, a contributor:
  (a) Does not make an indication or specifies that no part of
the contribution may be contributed to or on behalf of any other
candidate or committee, the candidate or committee receiving the
contribution may not contribute the moneys to or on behalf of any
other candidate or committee.
  (b) Specifies that all or a part of the contribution may be
contributed to or on behalf of any other candidate or committee,
the candidate or committee receiving the contribution may
contribute only the specified amount to or on behalf of any other
candidate or committee.
  (3) The Secretary of State shall prescribe a form on which a
contributor may make an indication under subsection (1) of this
section. + }
  SECTION 3.  { + Section 2 of this 2011 Act applies to
contributions made on or after the effective date of this 2011
Act. + }
