SUMMARY

Modifies authority of State Forester relating to Tillamook
State Forest. Dedicates portion of revenues raised from Tillamook
State Forest to school capital matching subaccount.
Declares emergency, effective July 1, 2011.
A BILL FOR AN ACT
Relating to the Tillamook State Forest; and declaring an
emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The State Forester shall act under the
direction of the State Board of Forestry to manage, control and
protect the Tillamook State Forest lands in a manner so as to
secure the greatest permanent value of those lands for the people
of this state, particularly for capital construction costs of
public schools and other dedicated purposes of the lands.
(2) Except for revenues required by law to be distributed to
counties, the State Forester shall transfer all revenues derived
from the Tillamook State Forest during each biennium that are
more than the amount of revenues derived from the Tillamook State
Forest during the 2009-2011 biennium to the school capital
matching subaccount created within the Education Stability Fund
by section 4 (8), Article XV of the Oregon Constitution. + }
SECTION 2. { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect July 1,
2011. + }
