  Whereas the PHAME Academy was founded in 1984 by individuals
with developmental and other disabilities and their families; and
  Whereas the founders of PHAME were driven by a shared desire to
create, for unique artists, an artistic community and arts school
that did not then exist; and
  Whereas PHAME's mission is to create a community for, and
support the development of skills and self-confidence in, adults
with developmental and intellectual disabilities, and to address
core issues including social isolation, health and wellness and
personal independence of individuals in the community; and
  Whereas PHAME operates under the principle that everyone
deserves a chance to be an artist and to lead a full, engaged,
creative life; and
  Whereas PHAME today offers year-round classes, performances,
community engagement and student life for an inspiring community
of artists and performers; and
  Whereas in 2014, PHAME will celebrate 30 years as an Oregon
nonprofit organization; and
  Whereas throughout its history PHAME has positively impacted
the lives of hundreds of adults with developmental disabilities
and their families and reached tens of thousands of community
members across this state through performances and showcases of
their work; and
  Whereas PHAME reaches an annual audience of more than 10,000
across the Portland metropolitan region and engages hundreds of
volunteers in its work; and
  Whereas PHAME currently serves over 100 adults with
disabilities and individuals representing the districts of more
than 12 state Representatives and 10 state Senators; and
  Whereas PHAME has been recognized with a number of awards,
including the City of Portland's Making a Difference Award in
2011 and the Skidmore Prize, which was awarded to PHAME's
executive director, Stephen Marc Beaudoin, also in 2011; and
  Whereas PHAME recently launched the Artistic Advisory Council
to further its mission and impact across Oregon with statewide
arts leaders, including Christopher Acebo, Yulia Arakelyan, John
Frohnmayer, Paloma Griffin and Brisa Trinchero; and
  Whereas PHAME collaborates with some of the finest artists and
performers in this state, including Pink Martini, Artists
Repertory Theater, the Portland Cello Project, the Oregon
Shakespeare Festival, Falcon Art Community, Portland Center Stage
and more; and
  Whereas PHAME welcomes class visits at the academy and
attendance at workshops, rehearsals and performances so that
guests may see how adults with developmental disabilities can
develop skills, confidence and a sense of community through their
education and participation in the fine arts and performing arts;
and

  Whereas PHAME relies on support from state agencies, including
the Oregon Arts Commission and the Oregon Cultural Trust, to
continue its innovative, life-changing work; now, therefore,

Be It Resolved by the House of Representatives of the State of
  Oregon:

  That we, the members of the House of Representatives of the
Seventy-seventh Legislative Assembly, honor the PHAME Academy for
invaluable contributions to the cultural and social enrichment of
this state.
