It is an editor's brief statement of the essential features of the measure as introduced. In memoriam: Patricia Whiting, 1940-2010. CONCURRENT RESOLUTION Whereas Patricia Whiting was born Patricia D. Carpio on October 22, 1940, the eldest child of a migrant farmworker family; and Whereas Patricia Whiting was of Filipino, Icelandic and Native American descent; and Whereas Patricia Whiting's mother had multiple sclerosis and relied on Patricia to help raise Patricia's seven siblings; and Whereas Patricia Whiting worked to support herself and her family during her college years at the University of California at San Jose, where she received her bachelor's degree, and subsequently received a master's degree in public administration from Lewis and Clark College; and Whereas Patricia Whiting was elected to the Oregon House of Representatives in November 1972, serving three terms as a member of the Legislative Assembly; and Whereas Patricia Whiting served on the Washington County Community Action poverty program board of directors; and Whereas Patricia Whiting initiated the first tobacco smoking ban in Oregon during legislative hearings in 1973; and Whereas Patricia Whiting was instrumental in initiating Oregon Project Independence to help seniors stay in their own homes, save money and be happier; and Whereas Patricia Whiting cosponsored legislation banning the use of chlorofluorocarbons in aerosol cans, which were a significant cause of ozone layer depletion, and took her environmental initiative to the national stage by debating a DuPont representative on the Today show, a debate that garnered international attention; and Whereas Patricia Whiting was named by the Eagleton Institute of Politics, Rutgers University, and the Carnegie Corporation of New York as one of the top 10 state legislators in the United States; and Whereas Patricia Whiting served as chairperson of the Citizen Participation Organization 4M (Metzger, East Tigard, Durham); and Whereas Metzger Park Hall was dedicated as Patricia D. Whiting Hall on October 1, 2011; and Whereas Patricia Whiting will be remembered as a devoted and inspirational community leader, legislator, wife and sister; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: That we, the members of the Seventy-seventh Legislative Assembly, honor Patricia Whiting for her pioneering and prolific work as a public servant and community leader and express our condolences to her family. ----------
