  Requires school districts to undertake and complete certain
energy efficiency retrofit and upgrade projects that have payback
time of 20 years or less.

                        A BILL FOR AN ACT
Relating to energy efficiency in public school facilities.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) In order to enhance energy efficiency in
public school facilities for kindergarten through grade 12,
school districts shall undertake and complete energy efficiency
retrofit and upgrade projects that have a payback time of 20
years or less.
  (2) For purposes of subsection (1) of this section, payback
time for each project is determined by analyzing the total cost
of the project and the estimated annual cost savings generated by
the project. + }
