It is an editor's brief statement of the essential features of the measure as introduced. Directs road authority to dispose of any dead animal carcass that road authority finds on its highways that are located in areas of known wolf activity. Creates offense of failure to properly dispose of animal carcass. Punishes by maximum fine of $500. A BILL FOR AN ACT Relating to wolves. Be It Enacted by the People of the State of Oregon: SECTION 1. { + Section 2 of this 2013 Act is added to and made a part of the Oregon Vehicle Code. + } SECTION 2. { + (1) When a road authority discovers a dead animal carcass or part thereof on any highway located in an area of known wolf activity, or on any highway right-of-way located in an area of known wolf activity, within the jurisdiction of the road authority, the road authority shall collect the carcass and dispose of it in a location authorized by the State Department of Fish and Wildlife by rule or in a solid waste disposal site permitted under ORS 459.205. The road authority may not dispose of the carcass by leaving it in an area that is, or that may potentially become, an area of known wolf activity. (2) The Department of Fish and Wildlife shall determine areas of known wolf activity and areas of potential wolf activity and shall adopt by rule the boundaries, as delineated by highway mileposts, of those areas. (3) An employee of a road authority commits the offense of failure to properly dispose of an animal carcass if an employee does not dispose of an animal carcass as required under subsection (1) of this section. (4) A citation issued under this section may be issued to either the employee responsible for disposing of the animal carcass or the employee's direct supervisor if the supervisor is aware that the employee has failed to comply with the requirement of subsection (1) of this section and the supervisor has failed to take steps to ensure compliance. (5) The offense of failure to properly dispose of an animal carcass is a Class C violation. + } ----------
