It is an editor's brief statement of the essential features of the measure as introduced. Prohibits performing late-term sex-selection abortion. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to sex-selection abortions; and declaring an emergency. Whereas sex-selection abortions are abortions performed solely because of the known or suspected sex of the unborn child; and Whereas sex-selection abortions are often performed because of personal or cultural preferences for male children over female children, and not because of any clear or imminent danger to the life of the mother; and Whereas scholarly research has demonstrated that sex-selection abortions are discriminatory, as females are aborted in such procedures at a disproportionately higher rate than are males; and Whereas Oregonians strongly believe in gender equality; and Whereas sex-selection abortions deprive unborn children of their natural rights to life, liberty and the pursuit of happiness as described in the Declaration of Independence and as protected by the United States Constitution; now, therefore, Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) As used in this section, 'late-term sex-selection abortion' means an abortion performed during the third trimester of pregnancy and undertaken solely because of the known or suspected sex of the unborn child. (2) A person may not perform a late-term sex-selection abortion in this state. + } SECTION 2. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
