  Directs Governor to report to Legislative Assembly on matters
related to Columbia River Treaty.
  Sunsets January 2, 2025.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to the Columbia River Treaty; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Governor shall report to the
Legislative Assembly, in the manner provided by ORS 192.245, by
the dates specified in subsection (2) of this section, regarding:
  (a) The status of the Columbia River Treaty 2014/2024 Review
undertaken by the Bonneville Power Administration and the United
States Army Corps of Engineers;
  (b) Participation by the Governor, or any state agency, in the
Columbia River Treaty 2014/2024 Review, in particular any input
provided by the Governor or state agency regarding the interests
of this state, including irrigation, water supply and fish
resources; and
  (c) Any input provided by the Governor, or any state agency,
into the review regarding whether to continue, modify or
terminate the treaty.
  (2) The reports described in subsection (1) of this section are
due not later than the following dates:
  (a) September 15, 2013.
  (b) December 15, 2013.
  (c) March 15, 2014.
  (d) June 15, 2014.
  (e) September 15, 2014.
  (f) December 15, 2014.
  (g) December 15 of calendar years 2015 through 2024. + }
  SECTION 2.  { + Section 1 of this 2013 Act is repealed on
January 2, 2025. + }
  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency

is declared to exist, and this 2013 Act takes effect on its
passage. + }
