                             SUMMARY

  Requires Environmental Quality Commission to prepare certain
revisions to Oregon's State Implementation Plan under federal
Clean Air Act.

                        A BILL FOR AN ACT
Relating to motor vehicle pollution control; and prescribing an
  effective date.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Notwithstanding any provision of ORS 468A.350
to 468A.400 or any other provision of law, the Environmental
Quality Commission shall prepare revisions to Oregon's State
Implementation Plan under the federal Clean Air Act, 42
U.S.C. 7401 et seq., as in effect on the effective date of this
2013 Act, for submission to the United States Environmental
Protection Agency for approval, by adopting criteria, methods and
standards for inspecting motor vehicles for certification of
motor vehicle pollution control systems of motor vehicles that
are more than six years old. + }
  SECTION 2.  { + The Environmental Quality Commission shall
submit the revisions specified in section 1 of this 2013 Act to
the United States Environmental Protection Agency no later than
July 1, 2014. + }
  SECTION 3.  { + The Department of Environmental Quality shall
report to the Legislative Assembly in the manner provided by ORS
192.245 within 60 days after the United States Environmental
Protection Agency acts on the revisions specified in section 1 of
this 2013 Act. If the agency approves the revisions, the
department shall include in the report any recommendations for
legislation the department deems advisable. + }
  SECTION 4.  { + This 2013 Act takes effect on April 1,
2014. + }
