It is an editor's brief statement of the essential features of the measure as introduced. Requires Oregon Health Authority to develop curriculum for training licensed professionals, law enforcement personnel and campus staff to recognize signs and symptoms of mental illness, respond to individual in crisis and refer individual for appropriate help. Requires authority to establish demonstration project with youth component to provide funding to 10 institutions of higher education to provide staff training. Appropriates moneys from General Fund to authority for purposes of demonstration project. A BILL FOR AN ACT Relating to mental health; and appropriating money. Whereas mental illness has become increasingly common among college students over the last 10 years; and Whereas suicide is the second leading cause of death among college students; and Whereas ignorance of the signs and symptoms of mental illness and the stigma associated with seeking help often prevent students from getting appropriate treatment for mental illness; and Whereas many Americans know how to administer first aid and seek medical help if they come upon a person having a heart attack, but few are trained to provide similar help to a person experiencing a mental health crisis; now, therefore, Be It Enacted by the People of the State of Oregon: SECTION 1. { + Mental health first aid training program. (1) The Oregon Health Authority shall develop a curriculum for a public education program that teaches how to recognize the signs and symptoms of mental illness, how to understand and respond to an individual with mental illness or a substance use disorder who is in crisis and how to connect such an individual with professional, peer or other help. The authority shall make the curriculum available for training state licensed professionals and law enforcement personnel. (2) The curriculum must include a component that focuses on youth, including training in how to: (a) Identify mental health problems in young people; (b) Connect a young person with mental health problems with appropriate care and treatment; and (c) Safely de-escalate a young person's mental health crisis. + } SECTION 2. { + Demonstration project. (1) The Oregon Health Authority shall establish a demonstration project to provide funding for the training described in section 1 (2) of this 2013 Act to be conducted at 10 institutions of higher education for campus counseling staff, dormitory resident advisors, members of higher education threat assessment and disciplinary committees, appropriate faculty members, coaches, athletic department staff or other appropriate staff. (2) The goals of the demonstration project are to: (a) Improve overall student mental health; (b) Reduce the stigma associated with mental illness; and (c) Identify students who may be at risk of suicide or self-harm and refer them to appropriate treatment. + } SECTION 3. { + Appropriation. There is appropriated to the Oregon Health Authority, for the biennium beginning July 1, 2013, out of the General Fund, the amount of $________ for carrying out the demonstration project described in section 2 of this 2013 Act. + } SECTION 4. { + Captions.
