                             SUMMARY

  Provides that statute may not be construed to create statutory
cause of action for person who suffers injury, death or damage by
reason of statute's violation unless Legislative Assembly has by
law specifically authorized civil action.

                        A BILL FOR AN ACT
Relating to construction of statutes.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + A statute of this state may not be construed to
create a statutory cause of action for any person who suffers
injury, death or damage by reason of a violation of the statute
unless the Legislative Assembly has by law specifically
authorized the bringing of a civil action for violation of the
statute. + }
