                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Establishes Career and Technical Student Organization Grant
Program for purpose of funding expenses associated with
participation in career and technical student organizations.
  Declares emergency, effective July 1, 2013.

                        A BILL FOR AN ACT
Relating to student organizations; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Career and Technical Student
Organization Grant Program is established within the Department
of Education.
  (2) The department shall award grants each fiscal year to
school districts for the purpose of funding career and technical
student organizations that have been approved by the Department
of Education.
  (3) Grants received under this section must be used for
expenses associated with participation in career and technical
student organizations, which may include providing:
  (a) Administrative support to schools who participate in career
and technical student organizations; and
  (b) Additional compensation and professional development to
teachers who are advisors for career and technical student
organizations or who otherwise contribute to career and technical
student organizations.
  (4) Any school district may apply for a grant under this
section.
  (5) When awarding grants under this section, the department may
give priority to school districts that are newly participating in
one or more career and technical student organizations.
  (6) The State Board of Education may adopt any rules necessary
for the implementation of this section.
  (7) The department may pay the expenses incurred by the
department in administering this section out of moneys that are
available to the department for purposes of awarding grants under
this section. For each fiscal year, the department may spend on
administrative expenses an amount that does not exceed five
percent of the total amount of moneys available to the department

during the fiscal year for purposes of awarding grants under this
section. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect July 1,
2013. + }
