It is an editor's brief statement of the essential features of the measure as introduced. Requires Department of Consumer and Business Services to compile and submit report to Legislative Assembly that identifies funds disbursed or distributed in this state under American Recovery and Reinvestment Act of 2009. Requires department to identify business entities that received funds under Act and categorize entities with particular attention to entities that meet definition of minority or women business enterprise, emerging small business or disadvantaged business enterprise. Sunsets January 1, 2014. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to tracking the disbursement of funds from the American Recovery and Reinvestment Act of 2009; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) The Department of Consumer and Business Services shall research and compile in a report to the Legislative Assembly information concerning funds disbursed or distributed in this state under the American Recovery and Reinvestment Act of 2009, P.L. 111-5, with particular attention to funds disbursed to minority, woman-owned and emerging small businesses in this state. In the report, the department shall identify the business entities that received funds under the Act and shall categorize the business entities, with particular attention to entities that meet the definition of minority or women business enterprise, emerging small business or disadvantaged business enterprise, as those terms are defined in ORS 200.005. (2) The department shall compile and update the report not later than December 1 of each year and submit the report to an interim committee of the Legislative Assembly related to public procurement not later than January 1 of each year. + } SECTION 2. { + Section 1 of this 2011 Act is repealed on January 2, 2014. + } SECTION 3. { + This 2011 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2011 Act takes effect on its passage. + } ----------
