                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Requires manufacturer of household cleaning product to affix to
household cleaning product label or other notice disclosing
ingredients contained in household cleaning product. Allows
Department of Environmental Quality to impose civil penalty of
$1,000 for each violation.
  Continuously appropriates moneys to department for purposes of
administering and enforcing provisions of Act.

                        A BILL FOR AN ACT
Relating to product safety; and appropriating money.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'household
cleaning product' means any product intended for use as a
cleaning agent in, on or around any structure, vehicle, article,
surface or area associated with the household.
  (2) A manufacturer of a household cleaning product may not
distribute, sell or offer for sale a household cleaning product
in this state unless the manufacturer affixes to the household
cleaning product a label or other notice disclosing all of the
ingredients contained in the household cleaning product.
  (3) The Department of Environmental Quality shall adopt rules
for the administration and enforcement of this section.
  (4) The department may impose a civil penalty of $1,000 for
each violation of this section or a rule adopted by the
department under this section.
  (5) All moneys collected by the department under this section
shall be deposited into the General Fund and credited to an
account of the department. Such moneys are continuously
appropriated to the department for the purposes of administering
and enforcing this section. + }
