It is an editor's brief statement of the essential features of the measure as introduced. Requires Department of Public Safety Standards and Training to study training for police officers regarding police response to incidents. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to training of police officers; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) The Department of Public Safety Standards and Training, in consultation with police officers, members of the public, legislators and psychologists, shall conduct a study and evaluation of the following: (a) The escalation criteria for use of force by police officers. (b) Training for police officers regarding when it is appropriate for police officers to defer to nonpolice responders. (c) Training for police officers regarding the impact that disabilities, including physical, mental and emotional disabilities and intoxication, have on a person's ability to hear, understand and comply with orders given by police officers. (2) The department shall file a report with the appropriate interim legislative committees on or before July 1, 2014. + } SECTION 2. { + Section 1 of this 2013 Act is repealed on the date of the convening of the 2015 legislative session. + } SECTION 3. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
