                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs state education programs to submit specified
information about number of students and number of licensed or
registered teachers regularly assigned to students. Directs
Department of Education to make information available to public
and to Legislative Assembly.

                        A BILL FOR AN ACT
Relating to class sizes of students.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'state education
program' means education programs provided by:
  (a) School districts;
  (b) Public charter schools;
  (c) Education service districts;
  (d) Long term care or treatment facilities, as described in ORS
343.961;
  (e) The Youth Corrections Education Program;
  (f) The Juvenile Detention Education Program; and
  (g) The Oregon School for the Deaf.
  (2) When a state education program prepares the October
enrollment report for the Department of Education for the purpose
of receiving distributions from the State School Fund, the state
education program shall provide the following information about
students in the core curriculum:
  (a) The total number of students in the core curriculum; and
  (b) The total number of licensed or registered teachers
regularly assigned to the students counted under paragraph (a) of
this subsection.
  (3) The State Board of Education shall identify by rule:
  (a) The classes that constitute the core curriculum.
  (b) The circumstances that constitutes a regular assignment.
  (4) By February 1 of each year, the Department of Education
shall make the information received under subsection (2) of this
section available to:
  (a) The public on the website of the Department of Education;
and
  (b) The Legislative Assembly through annual reports. + }
  SECTION 2.  { + Section 1 of this 2013 Act first applies to
information reported and collected for the 2014-2015 school
year. + }
  SECTION 3. Section 1 of this 2013 Act is amended to read:
   { +  Sec. 1. + } (1) As used in this section, 'state education
program' means education programs provided by the following:
  (a) School districts;
  (b) Public charter schools;
  (c) Education service districts;
  (d) Long term care or treatment facilities, as described in ORS
343.961;
  (e) The Youth Corrections Education Program;
  (f) The Juvenile Detention Education Program; and
  (g) The Oregon School for the Deaf.
  (2) When a state education program prepares the October
enrollment report for the Department of Education for the purpose
of receiving distributions from the State School Fund, the state
education program shall provide the following information about
 { +  kindergarten through grade 12 + } students in   { - the
core curriculum - }  { +  all classes + }:
  (a) The total number of students in the   { - curriculum - }
 { +  classes + }; and
  (b) The total number of licensed or registered teachers
regularly assigned to the students counted under paragraph (a) of
this subsection.
  (3) The State Board of Education shall identify by rule:
  (a) The classes   { - that constitute a core curriculum. - }
 { +  for which a state education program must report. The
classes must include classes taught in self-contained special
education classrooms, English as a second language classes, study
hall time, alternative education classes and online classes. + }
  (b) The circumstances that constitutes a regular assignment.
  (4) By February 1 of each year, the Department of Education
shall make the information received under subsection (2) of this
section available to:
  (a) The public on the website of the Department of Education;
and
  (b) The Legislative Assembly through annual reports.
  SECTION 4.  { + (1) The amendments to section 1 of this 2013
Act by section 3 of this 2013 Act first apply to information
reported and collected for the 2015-2016 school year.
  (2) The amendments to section 1 of this 2013 Act by section 3
of this 2013 Act become operative on July 1, 2015. + }
