                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Specifies employee compensation information required for Oregon
Report Card.
  Declares emergency, effective July 1, 2011.

                        A BILL FOR AN ACT
Relating to the Oregon Report Card on the state of public
  schools; amending ORS 329.115 and 332.534; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 329.115 is amended to read:
  329.115. (1) Prior to December 1 of each year, the
Superintendent of Public Instruction shall issue an Oregon Report
Card on the state of the public schools and progress toward
achieving the goals contained in ORS 329.025. The purpose of the
Oregon Report Card is to monitor trends among school districts
and Oregon's progress toward achieving the goals stated in this
chapter and the Department of Education key performance measures
established by the Oregon Progress Board.
  (2) The Oregon Report Card shall include information on the
following:
  (a) Student performance on Oregon state assessments and
national assessments;
  (b) Data required by the federal No Child Left Behind Act of
2001 (P.L. 107-110, 115 Stat. 1425);
  (c) Public school funding  { - , expenditures and employee
salary information - }  { +  and expenditures, including the
compensation of school district employees as described in ORS
332.534 + };
  (d) Instructional hours;
  (e) School staff information;
  (f) District size, student demographics and student enrollment;
  (g) Dropout rates;
  (h) Alternative education programs;
  (i) Public charter schools;
  (j) Early childhood education and Oregon prekindergarten; and
  (k) Programs for students with special needs.
  SECTION 2. ORS 332.534 is amended to read:
  332.534. In reporting the compensation of school district
employees, the Department of Education shall { + :

  (1) + } Prepare a standard form for the purpose of reporting
the salary plus other benefits including their dollar value.
   { +  (2) Report the average salary and benefits separately for
licensed teachers, licensed administrators and all other
employees for the Oregon Report Card issued under ORS
329.115. + }
  SECTION 3.  { + This 2011 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2011 Act takes effect July 1,
2011. + }
