                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Requires Land Conservation and Development Commission to review
and consider Forest Park for designation as area of critical
state concern. Directs commission to report to legislative
committee indicating whether commission recommends designation
and to make further recommendations for park and related area of
influence.

                        A BILL FOR AN ACT
Relating to land use planning for large urban parks.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section:
  (a) 'Area of influence' means land that contributes to the
natural and open space values of Forest Park, including wildlife
and riparian corridors.
  (b) 'Forest Park' means Portland's Forest Park, including the
Balch Creek watershed.
  (c) 'Local government' has the meaning given that term in ORS
197.015.
  (d) 'Special district' has the meaning given that term in ORS
197.015.
  (2) The Land Conservation and Development Commission shall
review and consider Forest Park for designation as an area of
critical state concern. Based on the review, the commission shall
report to the appropriate legislative committee. The report must
indicate whether the commission recommends that the Legislative
Assembly designate Forest Park and the area of influence as an
area of critical state concern pursuant to ORS 197.405.
  (3) In making the recommendations required by subsection (2) of
this section, the commission shall:
  (a) Determine, in cooperation with local governments and
special districts with jurisdiction over the land area in Forest
Park and the area of influence, and describe in its
recommendations the precise boundaries of Forest Park and the
area of influence;
  (b) Evaluate whether the regional framework plan and applicable
comprehensive plans preserve the natural and open space values of
Forest Park; and
  (c) Summarize the local, regional and state:
  (A) Programs that apply to Forest Park and the area of
influence; and

  (B) Policies and measures that apply to the identified natural
and open space values of Forest Park.
  (4) In performing the actions required by this section, the
commission shall consult with other appropriate entities
including, but not limited to, members of the public, affected
state agencies, local governments and special districts.
  (5) To offset costs incurred by local governments assisting the
commission in performing the requirements of this section, the
commission shall make available to local governments grant
program funds as described in ORS 197.639.
  (6) The commission shall make the recommendations required by
subsection (2) of this section to the appropriate legislative
committee within two years after the effective date of this 2011
