Summary
Prohibits scrap metal business from purchasing or receiving catalytic converters, except from commercial seller or owner of vehicle from which catalytic converter was removed. Prohibits scrap metal business from purchasing or receiving catalytic converters, except from commercial seller or owner of vehicle from which catalytic converter was removed. Modifies record keeping requirements for purchase or receipt of metal property. Modifies defense to charge of unlawfully transporting metal property. Adds certain conduct to offense of purchasing or receiving metal property. Prohibits dismantler from acquiring catalytic converter that has been removed from vehicle.
